A man many local residents refer to as "the hillside flasher" --> (the w****e wagger)<-- was finally arrested Wednesday night by Washington County deputies.
Vernon Holland, 67, of 21988 W. Arkansas 62 in Summers, faces a misdemeanor charge of indecent exposure. "We’ve been trying to catch him for a while," said Washington County Deputy Jak Kimball. "But in order for police to make an arrest on a misdemeanor, we have to be present or someone has to file an affidavit to get a warrant (good grief! Just ask anyone who's driven by his house or the park in the last 20 years...give me a break!). We haven’t actually seen him in the act yet, but we did get a warrant on him."
Residents say Holland has been exposing himself for years and is most often seen standing naked on his front porch. "There’s such a history, it’s unbelievable," said Lincoln resident Scott Davis. "I remember this going back to the 1990s (1980's is more accurate). I used to see him almost every morning on my way to work."
Kimball said Holland has been arrested by Washington County deputies on 23 occasions since 1993. "The person that came forward said that he was standing on his porch, wearing nothing but a scarf around his neck," Kimball said. "He was also fondling himself." (his opus?)
In the past four years, Holland has been arrested on misdemeanor charges mainly involving public intoxication, indecent exposure and disorderly conduct. "The Lincoln police used to come out a least once a week," Davis said. "People just blew it off for a while, but when a school bus drove by, it wasn’t funny anymore."
Lincoln Police Chief Jim Acker (the short arm of the law) said he gets calls on Holland all the time. "We’ve been dealing with him for at least 15 or 20 years," he said. "We’ve gotten calls of him standing naked on his porch, out by the street and near the park at [Arkansas] 62 and [Arkansas] 59. Finally someone had enough nerve to come forward and get a warrant on him."
Kimball said deputies have not been able to catch Holland committing the crime because he lives on the county’s border. By the time deputies arrive, he said, Holland is usually inside his home. "I’m pretty sure he has a scanner," Acker said. "When I asked him why he does it, he told me it’s because his ex-wife drives by his house every day and she misses him. Who knows — I think he has a screw loose somewhere."
Davis said he’s called the police on Holland several times in the past (and why didn't you swear out an affidavit Mr Davis?). "The funniest story ever I heard about it, was when the Lincoln police chief went out there and said ‘ Vernon, go put some clothes on, ’" Davis said. "He went inside and came back out with a hat on. It was kind of funny(was it?) at first, but now its just getting ridiculous (so after almost three decades, something becomes ridiculous?)."
Mr. Holland's house and 80 acres have been for sale for over a year...one would wonder why it has been on the market for so long...maybe the fact that nobody is brave enough to actually touch anything in the house?
